Public hearings Sept. 20 in Massena to discuss billboard moratorium, property tax cap override

MASSENA — The town of Massena will hold two public hearings on Sept. 20.

Officials agreed to hold a public hearing to establish a moratorium on all billboard development, construction and installation in the town until officials can make changes to local laws.

Officials say the moratorium is set to expire Feb. 28.

The second public hearing to follow will be in regards to the approval of an override of the 2% property tax cap in the 2024 budget, if needed.

Budget workshops will be held prior to the Sept. 20 meeting.

Beginning at 2:30 p.m., the Highway Department, Massena International Airport, Massena Public Library, museum, dog control and Greater Massena Chamber of Commerce will present initial budgets.

At 3:30 p.m., town board members will review budgets from the town assessor, tax office, town clerk, town court, Massena Meals on Wheels and Massena Senior Citizens.

The Massena Public Library has already submitted a budget proposal to the town for consideration, according to Board Member Debra Willer.

The Sept. 20 board meeting is scheduled to begin at 4:30 p.m.
