Phillips served on MILC, Inc.’s board for 32 years.
“Everyone at MILC, Inc. who knew Royal, knew him as a friend and as a staunch advocate for others. Particularly those who by virtue of disability or age need people like him helping to knock down obstacles in their path to greater independence, equality, and inclusion in everyday life.
