Downtown Streetscape and Riverwalk Trail projects in Potsdam moving forward

POTSDAM — The village’s Downtown Streetscape and Riverwalk Trail projects continue to move forward towards a start date later this spring.

The Potsdam village board of trustees passed a resolution at their meeting Monday, Dec. 18, designating the village as the lead agency for an upcoming New York State Environmental Quality Review (SEQR) review for the projects.

Under state law, all local, regional, and state government agencies are obligated to examine any potential environmental impacts, along with the social and economic considerations, for certain types of projects, or actions they may undertake that have some bearing or future bearing on the public.

Both projects, the streetscape and riverwalk work, are being funded from part of the state Downtown Revitalization Initiative $10 million award the village received in 2019.

The Downtown Streetscape and Riverwalk Trail Project’s cost of more than $4 million will be paid for in funding channeled through the state Department of State.

Village officials say the work will transform the downtown area making it more pedestrian friendly and better connect the Market Square Mall and Raymond Street areas of the village to Market Street.

The village expects to put the project workout to bid in coming weeks and work is expected to commence sometime this spring.

The Downtown Streetscape Enhancement Project area includes: Market Street from its intersection with Depot Street to the intersection with Maple and Main Streets, and Raymond Street from the intersection with Market Street to its terminus at Garner Park.

The village held two public design workshops on the projects this past summer.

Some of the design elements that will be part of the project include:

  • New curbing
  • Decorative pavements and sidewalks
  • Improved pedestrian crossings and accessibility
  • Roadway reconditioning and striping
  • Street trees and planters
  • New LED pedestrian street lighting
  • Site furnishings
  • Bioretention and stormwater upgrades
  • Parking Kiosks
  • Signage and wayfinding
  • Incorporation of art into the streetscape

The Downtown Riverwalk Trail Project area includes: the section of Maple Street between Market Street and Clarkson Ave., Maple Street Park at the intersection of Maple Street, Clarkson Ave., and Sandstone Drive, and a connection between Sandstone Drive and Garner Park.

The riverwalk work and enhancements will include:

  • New bicycle lanes
  • New sidewalks
  • Pedestrian safety features
  • A pocket park
  • Pedestrian-scaled LED street lighting
  • New street trees
  • Way-finding signage.

The streetscape and riverwalk projects are key parts of the DRI project lineup approved by the state for Potsdam.

Other portions of the $10 million DRI award are being used to provide funding to businesses moving to, or expanding within downtown Potsdam with a short-term rental assistance grant or to repair or rehabilitate existing commercial or mixed-use buildings within the DRI Focus Area.
